Clinical Services Department

The purpose of the Clinical Services Department is to stop the cycle of mentally ill and substance abusing homeless individuals as they move from the streets of skid row to shelters, and back again.

Until now, chronically relapsing alcohol and drug abusers, individuals suffering from mental illness, as well as the dually diagnosed have had access to shelter, but few options for constructively dealing with their primary issues.  The majority of the emergency and transitional housing agencies on skid row are unable to address mental illness, addiction and the cycle of relapse, thereby creating a gap in the continuum of care.  Typically, clients must be referred to outside agencies for these services thereby, limiting the ability of a centralized staff to work as a team to address these issues.  It was through the recognition of this need that the Clinical Services Department was created. 

It is estimated that over half of the Weingart Center's homeless clients are chronically relapsing substance abusers, 15% have significant mental health concerns, and 20% are dually diagnosed.  At present, approximately 225 client services are rendered per week by the department.  These are individuals belonging to the most difficult-to-serve segment of the Weingart Center clientele.

The department is currently staffed by one Licensed Clinical Psychologist, one Mental Health Therapist, two Substance Abuse Counselors and one Long-term Case Manger.  Clients are offered a range of services that include:

Alcohol and Drug Addiction and Multi-Diagnosed Services Mental Health Services
  • Individual biopsychosocial assessment
  • Substance Abuse Treatment Groups
  • Individualized one-on-one counseling
  • Monthly Planned Activities - Outings to provide cultural enrichments for the clients
  • Mental health and substance abuse case management
  • Aftercare groups
  • Referrals to various recovery services
  • Individual biopsychosocial assessment
  • Individual one-on-one psychotherapy
  • Crisis Assessment and Intervention Psychotherapy groups
  • Staff training
  • Psychiatric Mobile Response (by referral)
  • Medication (by referral)
  • Medication Monitoring
  • Community Outreach Services (by referral)
  • Social Rehabilitation Service (by referral)

With this comprehensive approach, Case Managers, Program Managers, and Clinical Staff work closely together to support the client.

The success of the program is measured according to the extent to which clients meet their goals.  The Clinical Services Department is an innovative program that creates supportive and carefully designed treatment for current residents of the WCA so that they can work on issues of recovery and stabilization.
